24" Vintage Horse Harness Racing Sulky with Jockey Figure, Folk Art.

The sulky with the horse attached measures 24" long.  The sulky is made of all metal, and the jockey in the sitting position is 9" tall. 

I am not exactly sure what the horse is made of.  There is a crack on the horses front left leg.  Also, it looks as if the right leg was repaired.
